FIXES
•As a Publicist Approver/Submitter and PBS Approver, I want to edit any CTL record regardless with an "in progress" status so that I can prepare listings for the Aggregator.
•As all CTL user types, I do not want to see an Episode tab when the program type is 'episode in a series' or 'one time only' so that only programtypes of 'miniseries' and 'series' have an Episode tab option.
•Listing provider reports now have the correct XMLs Tags
•As an Aggregator user, I want to suppress sending automated reports to Service Providers who have an inactive status.
