NEW1. Rightsline code is added to create compilation when a franchise is added on the RL season and episode.

FIXES1. The code is fixed to not send metadata alerts when the rights records are copied or have a space in the pbs traffic id or the enterprise metadata alert field.

2. The code is fixed to allow all other title language than English on the catalog templates.
