NEW	1. RL code is added to create Standalone Series when a New DS & Standalone OTO is created in Rightsline . 2. RL code is added when a standalone series have a child with a status updated to 'Ready external publish'. 3. RL code is added to update or remove a compilation to the Mbank catalog records when the RL user adds a franchise .
IMPROVEMENTS	1. RL code is improved to update series to externally publish in downstream systems.
FIXES	1. RL code is fixed to not create titles based on franchise in BV or downstream systems .
