NEW	1. RL code is added to handle cancellation of standalone series record already instantiated in BV. 2. Code is added to Create New Standalone OTO in Existing Standalone Series without DS in Rightsline. 3.Code is added to continual monitor updates on Standalone Series in Rightsline, so that all the updates can be synced to the downstream systems.
OPERATIONS	1. Adding Billing & Project tagging for AWS Lambdas. 2. BV002 Queue is just slow down the process for throttling. 3. BV002 queue iteration is added for ID registration.
